correct me, if im wrong, but national morale is just good for to force surrender some nation? i think it should influence nations production, production*morale percentage/100

its almost impossible to win as central powers, even u take half of france (paris down) and west russia means nothing in longterm, when entente has great production advantage

I don't think it should influence production much. But an offensive capabilities penalty would be nice.

low morale -> pacifism -> riots -> lowering production, makes perfect sense

Yes, it should have an impact, just not too much.

Well, there is that "war effort" thingy...that could be modded to react to low Morale, I guess....
