Upgrading "Ally only" lists to full size.

My 1st army when I re-introduced to "Ancients" through DBM was "Bithynian", (I had a Sassinid Persion based for 7th Ed but couldn't get my head around the rules). Why? At the time most people I knew had the main Alexandrian/ Successor armies or Romans (and I don't do Romans 
) . Later I aquired a Pontic (Mithridatic) army, originally just because it was a major historical opponent for the Bith's, but now it is my main early period army.
What I'd like to know is what would be the best way to expand the Bithynian Alliy List, found under the Late Rep Roman list, to a full list in it's own right to use vs the Pontics?
Also could the same be done for the other "Ally only" lists such as the Kappadokian, Commagene, Bagratid Armenian, etc?
