11th Army missing in the 1941 scenario.

I have noticed that there is almost no german troops in the southern part of the eastern front at the start of the 1941 scenario. I have to rely on Romanians and Bulgarians (without much success) to launch my first attacks south. Its in my opinion that to have a more historical start there should be more german troops south as the 11th Army was positioned between Rumanian 3th and 4th Army with mission to conquer Crimea . Anybody noticed this?
