Should more landmarks also mean faster spell recharge rate?

To make landmarks more valuable, especially once you already have most or all spells anyway, how about making your Magic XP per turn from landmarks also reduce how long it takes for spells to recharge? E.g For every 40 or 50 XP a turn you're getting over 40 or 50 XP the number of turns between spell casts could be reduced by one turn.

The magic system is slated for an overhaul sometime after EA 2.0. In broad brush strokes, spells will have longer recharge time, but their recharge will be independent of one another. This means that as you become more magically powerful, you can start cycling multiple spells simultaneously, rather than shutting down your entire casting ability after casting a spell. Individual spells will also get a balancing pass.

Nice - sounds good. Will High elves get a full range of spells too? just now they have less spells they can learn than the Boruvian empire, which is (i thought) meant to be less magic oriented than they are

Everyone will have the same number of spells to learn. Elves tend to learn them faster due to magic heavy landmarks.
