Suppresive fire. Wrong calculation

I think the PC programm is doing it wrong. It's doubling the penalty for LOS and the penalty for firing while moving is substracted at the end.
For example : A unit with 3 firepower, 2 LOS penalty and 2 penalty for moving. I think the correct calculation is:
(3-2(moving) )x2 -2(LOS)=0
