LH in uneven terrain

I was wondering if LH get the mounted POA for fighting MF & LF in uneven terrain. Technically it is not open but the LH treat it like it is, right? Am I right or wrong on this assumption.

It is not open terrain.
LH do not treat it as open it is just they are not penalised when in it - subtle difference

One nice thing about Field of Glory is you can be pretty confident that when the rules say something, they really mean it.
