Panzer Corps - iPad Allied Campaigns not installing

Purchased the Allied campaigns ($40) as an in-app purchase for Panzer Corps for my iPad mini 3. When I click on the allied icon, it says the campaigns are not installed, do I want to purchase. If I click Purchase it takes me to the screen where I bought them and the button only shows "play" instead of "buy". If I click "Play" it takes me to the main screen when I click the allied icon. If I click it again it says it's not installed and asks do I want to purchase. Even tried "restore" and it goes to the same thing. It's in an endless loop, I've spent $40 and the campaigns are not working/not installed. Please advise.
