I can't see any reason why not. Why you would want to waste a general on it is another question. They are unlikely to be routing in the first place, don't count against you AP even if they are routing and would take ages to get back into combat.

If they are broken they deserve to stay that way IMO.

As pointed out, waste of a general bringing them up.
