Streams in Pike & Shot

I would be grateful if you could clarify the situation about streams in Pike & Shot. If my enemy's troops are in a stream hex do I assume that they are halted on the far side of the stream, which seems logical, and that my troops are therefore at a disadvantage if I charge them? Or are they crossing the stream, in which case the advantage might be mine?

Troops in the stream hex are assumed to be crossing the stream. So to defend the stream a unit should be in an adjacent square, not in the stream square.

There are three grades of stream:

1) Stream - the only effect of this is to cancel POAs depending on the combat being "in open terrain". (See POA charts).
2) Large Stream - counts as Rough going.
3) Deep Stream - counts as Difficult going.
