Attachement Archers

If you have LF attachements archers in 3rd rank of HF can they shoot in the shooting phase and can they shoot in the melee phase? If so how do they shoot?
They shoot in the IMPACT phase only and at a reduced effect ( with an additional -1 POA to take into account ) when they shoot from a third rank. They only count against mounted troops.
