Units stay in trucks at start of turn

Multiplayer mirrored game.
Playing the Japanese, screenshot shows the start of turn-1. The units should be debarked, but they'll stay in the trucks whatever I try to do.
My opponent's Japanese behaved normally on turn-1.
The aux unit at top left is not assigned trucks.
