Expanding a BG in combat

Can a BG expand in the movement phase immediately after it first impact?
Short answer: Yes
Long answer: Only the player whose turn it is can expand to create a new overlap, the other player can only expand to meet an existing overlap or a newly created one.
It is covered in the latest FAQ as a number of people seem unsure of the wording in the rules.
