Combat Prognosis Plus Signs

Greetings all,
I've just spent the past 55 minutes trying to decipher what on earth the plus signs indicate when one hovers over a unit invoking the combat prognosis! I consider myself a skeptical, rational, empirical man, but this has me utterly flummoxed and my powers of deduction are ashamed. PLEASE, before I am driven to madness could some gentle soul put me out of my misery?

I just realised that perhaps my original post was a little verbose, so let me rephrase my question:
—UNIT A is about to attack UNIT B
—Both UNIT A and UNIT B are at 10 strength
—The combat prognosis states that UNIT A will defeat UNIT B 2 0
—UNIT A will probably still be at 10 strength, while UNIT B will probably go down to 8
What if the combat prognosis states 2+ 0?

2+ is just the combat estimator's way of saying pretty much 2 for sure, possibly more than 2, maybe even 3, but no promises...

Just to be sure - you don't mean the cross on the map? This would be either (offensive) flanking support by other units (blue cross), or defensive fire support by AT or AA units (red cross).
Otherwise you can read it as GottaLove88s said - like 2+ vs. 0 as "at least 2"

Yeah I understand, mate, the larger blue and red crosses as they refer to support units, etc. I've noticed that you can have two identical units with one of them getting the "plus-sign bonus" all things being equal. Does this mean then that sometimes it's random or is it always based upon actual factors such as experience, terrain, strength, efficiency, etc.? Hope I've explained myself.
