Well, I started the Grand Campaign 45 West and I can use V1 rocket now.
In the intro I read that V1 flying rockets are removed after they make an attack, can not refuel or/and rearm.

But when I attack, they are not removed. I can refuel and rearm them like aircrafts.
I am playing PC on an Ipad.

Is this a bug or am I missing something?

It's a bug, but it never gets fixed. Applies to V2 rockets as well. On the iPad, you can beat many of the most difficult '45 scenarios like Sealion basically just using V-weapons, even on General difficulty. Makes it boring but that's how it is. Use the V2s with their strong defense against AA, V1s against everything else and they clear the map eventually.
