I'm wondering if this game has, from the modding community, mods that have additional units NOT in the game(at release)?
For instance, are there mods that have Italian units? Japanese units? etc.....

If so, can they ONLY be used in the scenario they were built for or can we use them in our own generated single player games?

Yes, I think that there are some mods with custom units. These units can be used in any custom campaign in which they are included - though you should ask permission from the original builder if you intend to make your mod public of course!
