After the fall of France the French colonies Morocco, Tunisia & Algeria become Vichy France and Lebanon-Syria becomes Free France. Why isn't Vichy France with it's capital in Vichy created? Currently, this part of France is given to the Axis once Paris falls.

I'm guessing that since, historically, Vichy France was occupied by the Germans once north Africa was invaded in order to keep odd situations to a minimum it was decided to forget about it. There isn't much point to game play having a "neutral" that automatically surrenders when war is declared upon it.
