I may have misunderstood the design intention

I seem to remember a topic here (or possibly elsewhere) where RBS indicated that no troops would have POA in Shooting, Impact and Melee. In Storm of Arrows I see two troops that seem to have all 3. Page 27 Later Scots. Highlanders have Bow*, Impact Foot and Swordsmen. Page 72, Condotta. Stradiots Light Horse have Javelins, Light Spear, Swordsmen.

Now I have no problem with this as I like Stradiots and any incentive to use them is very welcome. As for Highlanders, they could have AK47s and I would not use them in FoG. However I just wondered why these two seem to be the only exception. Maybe I just misunderstood - would not be the first time and sure will not be the last.

I think it was along the lines of not being specialists in all 3 forms of combat even if they carried the weapons, such as allowing Lancers, Skilled Swordsmen, Bow, or Light Spear, Longbow, Skilled Swordsmen (fantasy Samurai!).

Bow* was excepted - it is a handicapped Bow ability. Javelin and Light Spear combination reflects common dual use as projectiles or for thrusting in close combat.

There will be more troops with three capabilities but they will be the exception and not the norm.

The highlanders are noted for both their missile fire and their ferocious charge. In the DBM and DBMM lists I think that highlanders are classed as bowmen which is well..... not really how they fought.

In the future there will be other similar troops, there are a few more in the first three list books BTW.
