Lost upgrades

I lost all my in app purchases when I upgraded my OS on my iPad. Apple said this was common? I see no contact info with Slitherene to resolve this problem.
So long as you are logged in on the same account as you previously purchased them then you will not be charged again for the IAP. If you go through the purchase process again for the IAPs you purchased previously then it will not charge you twice.
