Hmm. Good question. My opinion is that you can only take 18 as you're required to take them as mercenary (i.e. drilled)

How do you plan to organize and fight the army, if I may ask?

placing a lot of terrain
cuting the table in two
on half : two wings of attack 16 mf offensive spearmen in each
the center of the group of mf with the greek hf
and one side of the table refused with the lh (12) + lf
i hope i'm clear

I have to disagree with Neil, because your allies are not necessarily mercenaries they could be from the King of whichever citystate. So I think you just use the normal allies list and adjust as needed if you want mercenaries then you only get the 18, but if not you get the 24.

I think it's a bit grey, but the Thracian list (p18) describes them as
"Greek (mercenary) allies". Which I take to mean that they were mercenaries rather than a Greek allied city state which has been paid to send an army over in support.
Mr Bodley-Scott - can you clarify please?

not RBS here, but it seems to read that you can't take the city-states (sparta et al). you can only take " upgraded hoplites", HF, drilled, average.
Bump!

I want to bump this as I was just about to post the exact same question...
And, IF they can only take mercs then can they take anything other than just the upgraded hoplites as they are the only one's in the Greek ally list described as mercs (as I remember)?

The only hoplites they can take are mercenary hoplites. They can also take supporting troops that are not restricted to particular states.
