sounds like you have a corruption in the install of 3.1

I suggest you reinstall 3.1 from scratch

The leader.txt file in the data folder of your game install is where the program gets leadership, defense, attack ratings and cost for each leader. The next to the last, or 4th, column in that file is cost. My first guess is that this file has been modded in some way? By the Monty should cost 65 and Cariappa 15.
