A couple of oddities I noticed

Hi
I only played the Soviet campaign on Buzz-hard mode, this what I found odd:
Doing the Luna 15 mission sucessfully does not unlock the "Lunar Soil Samples Retrival".
You cannot start the PKA "Suborbitral Test Flight" before you do the "Atmospheric Test Flight" but you can without do either run any other PKA mission.
The event of "Fixed Cost Reduction" do not seem to have any effect.
I cannot find anywhere the cost of maintnance for Rocket Programs.
