There is some contention around here if the 'Lydian foot recently upgraded to hoplites' line in the Lydian list is indeed meant as an upgrade to the compulsory lydian foot or not (the wording differs from upgrade options in other lists).

It isn't.

As you say, it isn't phrased as an upgrade. (Even though it uses the word "upgraded").

The 16 bases of javelinmen are still compulsory even if the upgraded foot are used.
