There's always a huge difference in price between PC/Mac games and iOS games, even when the games are identical in content. I think it's simply down to the fact PC/Mac gamers are willing to spend a lot more for games than iPad/Phone owners, and the iPad/iPhone market is massive compared to the PC market, so although the margins are lower, the much greater volume of sales make up for that.

The Slitherine screenshot you posted is for iPad not for PC.
PC version is fully unlocked, while iPad has in-app purchases.
