Hello.
In the list for the "medieval german city leagues," it is said that one can not take a swiss after 1488.
Or in the 'allied army cross reference, "it is said that the Swiss can' be taken at any time it.

Who is right ???

I'm looking at the list and cannot find what you're talking about.

We're talking "Lost Scrolls" pp 59-65 correct?

Up until 1488 you can have a Swiss allied contingent. I.e. you take troops from the Swiss allied list in whatever book it's in.
I cannot see anything on p62 that says that you cannot use Swiss at any time, and the Medieval German City Leagues allied list doesn't mention Swiss, so you can't take them out of that list because they don't exist.

I see where you are getting confused:

The Swiss option for the Medieval German City League was left out of the 6.1 version of the Allied Army Cross Reference. The section detailing to whom Swiss allies are available should have included them. In all cases, the books trump the Allied Army Cross Reference. The Swiss section from the AACR should look like this:
