Earlier versions of this scenario both teh US and the Japanese either had pre-deployed units or a both had deployment phases if i remember correctly.
Currently the Japanese are pre-deployed and the US have use purchase/deployment.
Is this intented?
I think it unbalances the game a bit in favour of the Japanese as the are always able to reach the center objectives first.
At least in the three games I've played recently (both sides).
