Damage in Naval Combat?

I understand some of what determines damage in naval combat like whether opponent has moved and so on... but there's still some weird stuff going on I don't get.
Why does which hex I move my ship to make damage more or less? If I'm moving a Cruiser or BB or whatever and mouse around looking at anticipated effects of combat the amount of damage I'm predicted to do changes based on something I don't understand. I can check two hexes which are next to each other and the same amount of distance from my ship and one will predict 0 damage and the next 1 damage, or 1 damage and 2 damage. And so on?
What am I missing? Why do two identical water hexes have different results? Sometimes the hex closer to the enemy does more damage, sometimes the hex farther away. Sometimes the hex closer to my ship predicts more damage, sometimes the hex farther away. I just don't get it.
