Surrender bug

Is this a bug or a feature?

It is turn 17 (Feb 4, 1915). My Austro-Hungarian forces have hammered Serbia nearly into oblivion, only Tirana and Cetinje stand, surrounded. Now, Serbia offers to surrender. As a sly commander I don't want to accept it until I have taken the two hero cities (they'll fall next turn, believe me).

The problem is - if I click to refuse the Serbian surrender, nothing happens. I can only move forward by accepting their surrender.

Now that sucks. Surely this is a bug?

I agree but there is nothing stopping you declaring war on the following turn

I've had French ships stuck in russian ports when Russia surrender and British in Italian when Italy surrender but the worst is Turkey when they surrender soon after Russia did which sent all russian captured areas back to Turkey which left most of British cutoff the remainder back to Egypt so had to declare war on Turkey (which I didn't want to do ) so I could free my cutoff troops then had to try and recaptire what I'd already won which ended in disaster with Germany free to enter
