Tanks Getting Fatigued on roads?

Tank is moving along a road, through the jungle. Is this correct? Does a tank get fatigued driving along a road?

iirc the quality of the road makes a difference. Dirt roads only reduce the fatigue. Hard roads eliminate it.

That's right, it'd be -2 without the track.
