being charged whilst fragmented

Page 61 states that:

'Fragmented battlegroups must take a CT if being charged by any troops other than light foot'.

Should there be a fragmented battlegroup of lightfoot or light horse, does this apply if light foot are charging them? Seems obvious that light foot can charge light troops when fragmented anyway?

I'll just copy the sentence you quoted:
Fragmented battlegroups must take a CT if being charged by any troops other than light foot
and point out that "by any troops other than light foot" means if you are charged by light foot then you don't need to test. There is no mention of exceptions for types of target BG. I don't think the authors could have made it any clearer than that.

does not seem to be relevant. This rule is about effect on the target, not a restriction on who is allowed to charge.

Light foot are allowed to charge fragmented skirmishers, but this does not cause the fragmented skirmishers to take a CT.
