Axis entering Persia activates USSR

I thought I read in the manual that Axis units entering Persia did not make Russia declare war unless they moved adjacent to some type of resource hex. In the section for changes made in 3.0 it states:
Russia activates if Axis units are adjacent to any city in Persia.
I did not find any mention of a change to that for 3.1, which we are playing.

However, in a current game, my Axis opponent entered Persia but did not move adjacent to a city, oil hex, or rail head. Stalin promptly joined the Allies because of the Axis incursion.

Either I have missed something, or the rule is not implemented as stated, or maybe there is a problem with our installation of 3.1?

I just saw in a previous thread that Russia declares war when any Axis unit enters Persia. And that the Manual is wrong on this count.
