Once you complete a scenario in the campaign it will become available as singleplayer scenario.
However if you really want to unlock everything right away then download this file and put it into your "<documents>\My Games\Order of Battle - Pacific\Settings" folder:

By Johnnie: Japan Midway play (fails). When I try to leave the deployment phase I get a defeat event and scenario ends. Playing with 1.6.7.
I am playing the scenario using the "unlock" download.
The same happens to me.
