I have command slots for 15 air units.

There is one AC with 10 units of supply & it is equipped with 3 units 1 each fighter, tac bomber & torpedo bomber.

I try to deploy more fighters which I have in my reserves, but it says there are insufficient supplies.

I really need more fighter units in this scenario.

You can only deploy as much aircraft as your airfield and/or carriers can support. So'll need to purchase an extra carriers or two. Doesn't mean you need to try and use ALL air command points tho, I've been playing this scenario with 7-8 aircraft total IIRC, including the 3 auxiliary ones.
