I reset tutorial messages, but can't find where it popped up.

The PBEM news popup is displayed when you log into PBEM MP. You only see the latest news once tho. The idea is to warn players about upcoming patches, server resets & maintainance etc as well as list the major changes when a patch has been released.
Probably need to add a "show latest news" button to review it. For now you have to delete the news.dat file in the documents\my games\oobp\ folder. The accompanying art is read from on online server, so we can adjust it according to the news content.
