Empty Cargo Slot

This one is new as far as I know, can't remember this in the beta builds.
Not mentioned in the game manual as far as I can see.
Any functionality?

It allows you to see how many aircraft units a carrier or hangar can hold

Just gives you an indication of how much stuff actualy fits in a carrier/hangar.
That said, the hangar should actualy display 6 empty slots!

Is this based on the supply points allocated the airfield?
In this scenario I have set the number of supply points to 3 or 6 hoping the hangar could hold 1 or 2 air units...

No, unrelated. Supply points on airfields only add to how many aircraft can be effectively supported in total. It doesn't affect the airfield hangar capacity.
