Army initiative in comps

Just an idle thought that occurred to me.....
Should we be using army initiative bonus in open comps? They seem to primarily represent an armies level of aggression in a particular campaign/strategic situation. If you are playing a comp game of 1798 Piedmontese against 1814 Russian are they still relevant?
It's not a big deal except many would suggest attacking is an advantage and it would seem to be handing some armies a free advantage.
