upon start up get a roving blue box that that says (input devise not recognized) not sure what devise its talking about

on starting the game a roving blue window with the words input not supported shows up can't figure out how to make it go away not sure whats not supported all other games work fine

Delete this file: "My documents\Sovereignty\settings.cfg" - when you start the game it should offer you a choice of display modes - pick one which actually works on your monitor (if unsure, a low resolution setting with 60Hz refresh rate is usually safe).
