Units are lost if deploying to a full army?

I wasn't paying attention and when I deployed a unit to a full army (already had 20 units), the unit being deployed was lost. It was removed from the deploy queue but didn't appear in any of my armies. I don't know if I lost the resources for building the unit. Is this a known issue?
