Russian factory relocation bug

Hey all,

In CEAW:GS, if Russia is not at war in autumn 1941, an event is triggered, stating that Stalin has announced the completion of the transfer of factories to Siberia and gave the order to mobilize for war. However, once Russia joins the war or is DoW'd after this event, it still receives the rail cap penalty, as if it were attacked in 1941. Is this intended behavior?

I think so. It should receive a reduced rail cap penalty - 4 turns instead of 8.

This is the message you get in the fall of 1941 if USSR is not Dow'ed before.

"Stalin announces that Soviet factories transferred to Siberia are now ready to boost production. The Red Army is given the order to mobilize for war"

It doesn't say ALL factories are transferred. What it says is that USSR mobilizes so Soviet production will be increased. In 1942 factory relocation only takes 4 turns instead of 8 to simulate that some were already transferred in 1941 when Russia was still not at war.
