What type of units do you generally assign your leaders to and why? How frequently do you attack surface combat units with your U-boats, especially early on? Are your U-boats too valuable to attack anything other than convoys? Thanks.

3 types of leaders, simple rules of thumb

defense bonus - generally used to hold cities or important choke points
attack bonus- usually added to ARM or MECH units
standard - used to bolster units that aren't covered by the other two - importantly used in rear area's to bolster air units

UBoats depends on your wider strategy, general rule is convoys and transports only

The sub rules is made so subs perform best against convoys and transports. If you go after surface ships you better have wolfpacks to get decent results. Subs can evade counter attacks, but if the subs get seriously hurt they have to repair instead of destroying convoys.

With the evasion rules you can afford to use subs against escorted convoys. At least until the Allies have high enough ASW and radar techs. With some submarine tech advances you can inflict more than 20 damage per convoy attack so you better off going after convoys.

However, if you see a depleted CV you can finish off with a wolfpack, then go for it. That will hurt the Allied war effort a lot.
