If you have multiple BGs routing at the same time, which BG moves first?

Had a situation develop where a BG from each side broke during melee. The respective pursuers were both in position to impact one another during pursuit. However, the order in which each was executed was important in determining if these pursuers would contact the routers.

IF the order ever matters the active player chooses..

wouldn't be the BG that has the highest movement after variable movement rolls. That is the way it is for pursuit moves.
