Internal Ally maxima

I'm doing the list checking for a competition and a player has send in a list with an internal ally. Is he allowed to have more of a particular troop type than the maxima in the main list? The army in question does not specify if the player has to stay within the maxima. Nor does it say you can choose more.

It depends on the army list notes. Most say words to the effect that "troops used for the internal ally are deducted from the minima and maxima of the main list". Which means if the main list has 16-40 and the ally 6-18 you can:
take 6 in the ally, in which case the main list then gets 10-34
take 18 in the ally in which case the main list gets 0-22
etc.

It does say choose an army based on the maxima and minima in the list below. Does this also apply to an ally general? The ally general and troops are the separate listing for allies where they can either be an ally for this list or selected to support another list.

I can't say because it is for a convention and not all players have chosen their army.

I think I've been contacted by the player in question.
In my opinion these are not internal allies. They are distinct nations - that is why the army list notes are silent on the minima / maxima.
I will give you a similar example: Timurid, Black Sheep Turcoman & White Sheep Turcoman - 3 distinct armies in one list.
A Timurid army can take a White Sheep Turcoman Ally. The White Sheep BGs do not impact upon the troops permitted to the Timurids. So if they had enough points they could have 38 bases of Drilled cavalry.
