Does the AI cheat?

How is it possible?
The scenario is the frist GC44.
My tiger tank stands on an adjecent hex to the city of Novaya Greblya so i was sure the AI can't buy unit from the city and i pushed the end turn button. Then this happened:
An anti air unit had appeard near to the city and immediately shot my fighter, this AA unit can move only one without a truck, but it cant shoot immediately after transport.
I dont understand where this AA unit came from. Could somebody explain what happened?

I checked it out and the AI didn't cheat.
The AA unit appears on the map by a scripted trigger. If a Soviet unit occupies the city of Novaya Greblya, then the following turn the AA unit appears on hex (6,21)

Thx for answering. I have never heard of this behaviour that units can appear "almost" randomly (from player's perspective, this is random, even though it is a scripted event), this makes the game a little bit unpredictable. I thought my fighters are in safe as i had killed 3 AA units in the previous turn. But it seems to me, they weren't...

Yup. To add a little more color, scripted units can appear anywhere on the map and can fire in the same turn they appear. There is no defense against them except to keep all units in a ball. Recon is useless against them. You just have to learn the triggers.

I have attempted to "trick" the AI back (!) in certain battles where the German had done very well, with total victory imminent but then have pulled back a hex from the last major objective hex (or two) allowing the AI to spawn the usual one to four new T34s or whatever that are then easy to destroy next turn and take the objective. The idea was to "bleed the AI" so that **IF IT WAS SUBJECT TO THE SAME GAME RULES** it would then be down by so many significant hundreds of prestige points for next battle. BUT NO! Apparently the AI gets scripted numbers of prestige points per battle no matter how badly beaten or over profligate in the last battle. NASTY.
