Editor not working

nstalled CEAW Editor 1.04, loaded the 1939.scn from the editor's data/scenario folder. Click on the "Country" button at the top and country index was 0 (germany). Changed the starting PP to 99, saved scenario. Copied my 1939-test.scn file to the game's data/scenario folder. Started CEAW, New Game, selected 1939.data (couldn't see my 1939-test.scn) but no PP change for Germany.
Noticed that when you load a scenario, it's looking for .data files, not .scn files.
Did some searching around and saw others complaining of the same issue but haven't see a resolution for it yet.
How's this editor supposed to work?
