The flank file of a unit with shooting has equal target priority to two different units in front.

The third bullet in the target selection page indicates you can't split bases for firing, and since all the other language seems to indicate that the the allocation is by a file of bases, does this mean that the end "file" of 2 bases has to choose to fire to the left or right unit, and that you can't swing the two bases so one shoots at one target and the other at the other.

Or does it mean that it has to shoot with the rest of its BG?

All bases in a file shoot at the same target but different files in a BG can shoot at different targets - so your end file must choose to shoot either left or right.
