Pursuits and Interception

Not quite sure on this one.

A BG charges a unit of LF, which evades through a unit behind. The pursuers enter the zone of interception of the unit behind, but do not go far enough to make contact.

Can the unit behind make an interception charge at the pursuers (as they were charging, and entered its zone of interception?)

Page 173 A) basic move sequence: declare all charges, intercept moves and evade moves ( and then make them)
page 63 5th bullet ...It(the interception charge) cannot include any shifts, changes of formation or interpenetration...
So interception charges must be declared before make any move and fulfil the rules then.
So it cannot make an interception charge.
