so, protected thracians versus armoured legions.

this means thracians = 1 POA (better armour), romans = 1 POA (sk. swords).

It does not transfer as it does not remove their armour it just means they don't get the + PoA for better armour.

If you have heavy weapon then your opponent cannot have a POA for better armour. You on the other hand can have a POA if you have the better armour.

So armoured heavy weapon against heavily armoured troops do not have a - POA for the opponents armour but the same troops do get a POA for their own armour if they are fighting non heavy weapon protected or unprotected troops.

sorry hammy, but it was this kind of answer that confused me.

if you have heavy armour, then you'd get the POA anyway. the heavy weapon has no effect.

To expand a little on Nik's answer,

Here's how it works:

1. If you don't have better armour, you don't get a POA.
2. If you do have better armour but the opponent has heavy weapon, you still don't get a POA.
3. If you do have better armour and the opponent does not have heavy weapon, you do get + POA.

Your Thracians are case 1 above. Their Roman opponents were case 2.
