Should a lancer count the lancer POA while attacking across a portable defence/ Field fortification?
Does the terrain count for the defender like open terrain in morale test?

No. Fights across fortifications do not count as in open terrain.

So:

Lancers lose their Lancers POA.
Mounted lose their POA for fighting MF in the open.
Foot get a POA for defending fortifications.

If the foot nevertheless lose, however, they do get a -1 CT modifier on that test for losing when fighting lancers in the impact phase. (This for simplicity).

In the definition of "open terrain". Not so bizarre - always worth reading the relevant glossary entry before applying POAs.

Should have been included in the fortification rules though, even if also in the glossary - actual use has shown that lots of people have missed it.
