Using the editor.

I am trying to add a single city.
I open the editor, load ww2 map file, added a city with the correct nationality, saved as "test.map".
I load scenario 1939 and save it as "test.scn". The city is still there.
Test.map, Test.scn, and the Test txt file go to the appropriate folders.
I load the game, load my scenario, my new city isnt there.
I have tried loading ww2.map, and leaving it unchanged. Then loading 1939.scn, adding a city, then saving the scenario as test.scn. This doesnt work either.
I have added two cities with the same name, production level and nationality to both the .map file and .scn file. Nope.
I have spent three days trying to get this simplest of tests to work.
Please tell me what I am doing wrong.

How does one go about opening the editor? This is probably a stupid question, but I'm not seeing it in the menu.

The editor is a separate download.

Awesome, guys, thanks for the info. Since I've done almost everything there is to do on the standard game, I
m interested in creating my own mod. If I can figure out how to make it work, I'd love to try and build my own mod.

How intersting that I started playing around with the editor after seeing this post, and I'm having the exact same problem. For whatever reason, I just can't seem to pull up the changes I save. And my changes aren't revolutionary, just a couple of added cities and some shifts in production.

You have to change the ww2 map is you want to have more cities, not just the scenario.

Asumming you successfully make these changes to the map and/or scenario, can they still run in v1.05 if the original editor is from a previous patch? Or is there another editor needed for that patch?
Figured it out

You have to delete the <game>/data/scenario/<yourscenario>.data each time you make changes to the map (and possibly the scenario as well) as the game doesn't appear to regenerate/recompile the .data file each time the .scn is loaded.

Actually, I'm still trying to figure out a way to consistently make changes to the the map and/or the scenario. Load up my map, change the name of an oilfield. Save it. Do not load scenario. Check date modified on .map file; yup it was saved. Load up scenario. Rinse and repeat changes made to map only, as I was thinking that perhaps the scenario can override changes made to the map. Confirm changes and save map first, then scenario. Nope. No name change. Double-check _eng.txt file and yup, name change is there.
Unreal. No wonder there's no scenarios around.

Argh. I wish I had the last 3 hours of my life back... anyways, I could only get my custom map to work by calling it ww2.map; same goes for the corresponding .txt file. Manual is a bit misleading -- seems to indicate you can have foo.scn, foo.map, etc. but I couldn't get that to work.
