Elite upgrades?

Does rule 13.2.4 , where it says that "Elite units may be upgraded without additional cost" mean that *all* CW elite units are automatically upgraded during CW refit . That's what I thought it meant but I am currently in a game where one elite NZ unit is one point max strength higher than the others ( and none of them have been destroyed).
