Supply rules for Allies

I just had a strange game with AI supplying new units which should not have been there.
The only areas still held by Allies at that time were Verviers, Hingeon, Orel, Dinant and Marche.
1. Verviers was surrounded by my troops but holding with 2 stacks vs my 3 stacks.
Allies AI supplied a third stack with even me being on the same patch. Under DOM this is not possible...
2. I shared Verviers with Allies and held Arlon with no hostile neighborhood left. Verviers was still green but cut off except north corner out of map.
AI supplied 75 inf (which is supposed to show up in Verviers but that was full with 3 allied stacks) in Hingeon and 2 Arm (which was supposed to show in Arlon!) also in Hingeon.
As Arlon and the whole southern part was long conquered by my Axis it makes absolutely no sense to me that 2 Arm shows up at the opposite end of the map. As 2nd Arm is a 7 pip elite-tank monster this changes the game significantly...
What are the exact rules for supply?
